He has been a loud and consistent voice in calling out the cruel and often criminal actions of ICE agents and in standing up against Trump’s illegal and reckless war in Iran. And he has continued to advocate for economic policies to help working families. Dave has also been a leader on tackling the rampant corruption in DC, serving as the chair of the Congressional CPC's Anti-Corruption Task Force, and sponsoring legislation to end stock trading by members of Congress and Trump Administration insiders.On the House Oversight Committee, Dave forced the release of the Epstein files to and has been leading the charge to hold Trump and his cronies accountable, being among the first to call for the impeachments of Kristi Noem, Pam Bondi and Pete Hegseth.Before he was leading the fight in Congress, Dave was a remarkably effective legislator, passing 28 bills into law as a State Senator, including first in the nation bills to increase the supply of workforce housing, secure women’s access to reproductive healthcare, expand protections for domestic violence survivors, ban the sale of guns on all state property, and address the causes of our climate crisis. With the passage of Proposition 50 last year, California’s 47th Congressional District has been significantly changed. While the new CA-47 continues to include the cities of Irvine and Laguna Beach and parts of Newport Beach, 60% of this district is new, including the cities of Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, and Tustin.&nbsp;

With the passage of Prop 50, California’s 47th Congressional District includes the cities of Irvine, Laguna Beach, Aliso Viejo, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forrest, and Tustin as well as parts of Newport Beach and Mission Viejo.&nbsp;&nbsp;&nbsp;</h4>Prior to coming to Congress, I served as a State Senator and worked tirelessly to advance our communities’ priorities in Sacramento. We ended gun shows at the Orange County Fairgrounds, secured $2.1 billion for COVID-19 relief grants for small businesses, and made California the first state in the nation to recognize reproductive coercion as a form of domestic violence. We also took aggressive action to address our climate crisis — bringing back nearly $80 million in direct funding to Orange County for key district priorities related to wildfire prevention, outdoor space preservation, and green innovation, as well as hundreds of millions more in indirect funding for small businesses and unemployed workers.&nbsp;I ran for Congress because, as a first-generation, Korean American, I want my kids to grow up in the same California that attracted my parents and so many immigrants like them to come plant roots here—where everyone has a fair shot at the American Dream, where women have autonomy over their own bodies, we prioritize our environment and the safety of our children, and where we maintain the spirit of openness and innovation that makes America so special.&nbsp;I learned the importance of hard work, education and economic opportunity from my parents. They came to this country from Korea in 1971 for their graduate studies, and ended up settling down in California to raise my younger brother and me. My mom and dad grew up in the aftermath of the Korean War, and like most Koreans from that era, respected and admired the 36,000 American GI’s who had given their lives to help protect and then rebuild South Korea. Like many Koreans from that era, my dad still has an occasional (OK, frequent) hankering for Spam, which was given out by Americans to struggling Korean families in the aftermath of the war.&nbsp;Their story – which is like that of so many Orange County families – is a constant inspiration to me, especially with the American Dream under attack by President Donald Trump. In Congress, I chose to serve on the House Oversight Committee and the Joint Economic Committee, to help push back on this administration’s reckless agenda, which threatens many of our shared values here in Orange County. As a former professor at UC Irvine School of Law and having cracked down on corporate greed as an enforcement attorney at the Securities and Exchange Commission, upholding the rule of law has become central to my time in Congress.&nbsp;In Congress, I immediately took action to stand up to Donald Trump and MAGA extremists like Elon Musk. I introduced legislation to crack down on Elon Musk’s government overreach and put forth a bill to empower the American public to fight back against Donald Trump’s lawlessness. On the House Oversight Committee, I’ve been a leading voice to hold this administration to account, pushing back on the nonstop chaos and cruelty that’s been a hallmark of Donald Trump’s second term. I also serve on the House Natural Resource Committee, where I’ve continued my work to make Southern California more resilient to wildfires and to protect our pristine coastline, and I’ve already introduced three bipartisan bills to do just that. Stopping offshore drilling and protecting our communities from wildfires shouldn’t be partisan issues and I’m working with Democrats and Republicans to find common ground. I always work to make certain that Orange County has a voice in Washington.When not in Washington, I enjoy spending time with my wife Jane, the most amazing woman I know, who I met while attending Harvard Law School. Jane teaches Family Law and runs the Domestic Violence Clinic, also at UCI Law. She is the founder and director of UC Irvine’s Initiative to End Family Violence, a signature initiative of the university working to find better solutions to the terrible and unfortunately all too common problem of domestic abuse and violence. She’s been a thought leader in her field, and with her partnership while I was in the State Senate, we were able to pass 8 leading bills to protect survivors of domestic violence.We are grateful to be raising our three young children in Irvine. We love Orange County’s vibrance, diversity, and neighborliness, and of course the weather is amazing. To Jane and me, this district represents the very best of California – and America.

I grew up in a family committed to peace and justice.</h4>My mom had been a nun for 11 years and was a teacher, and she eventually left the sisters in hopes of having a family. She met my father while she was working for United Farmworkers and he was teaching courses on nonviolence. Mom is joy and generosity, building community wherever she goes, and like my dad, a strong voice for peace and justice. When I was a child, my father opened a small law office in an inner-city part of Kansas City to be a community lawyer, providing legal help to those in need. Our family spent weekends at two homeless shelters (where my sister Anneliese and I were later live-in staff members), and at vigils and rallies in between my debate and speech tournaments. Anneliese and I were inspired by our parents’ work, how they lived their values, and how they were partners to each other.I dreamed of one day becoming a lawyer or teacher, continuing in my parents’ path of working for peace and justice, and having a family of my own. During college, I co-founded the organization Working Against Violence Everywhere, worked at a shelter for teenage girls and at a shelter for homeless families, interned at the Children’s Defense Fund in Washington, DC, and was the president of my university’s Commission on the Status of Women. My parents and I still remember the day I received news of my admission to Harvard Law School. I recently returned to campus to present my research, and had wonderful memories of being a student attorney in the Harvard Legal Aid Bureau, making close friends while learning the law, and meeting my husband in our Family Law class.&nbsp;Since Dave and I met, we’ve been journeying together, building careers in public service, and creating our family. Theodore (“Teddy”)&nbsp; loves soccer, chess, piano, and violin; Emerson (“Emmy”) plays piano, dances, and makes slime; and Paxton loves his family, superheroes, and friends. With Dave in Congress, I continue to be a professor at UC Irvine School of Law, where I teach Family Law, represent abuse survivors through the UCI Law Domestic Violence Clinic, and direct the Initiative to End Family Violence. Our concern for the world we want for our children is what propelled Dave to run for public office, and Dave and I have been partners in each of his campaigns, along with so many amazing community members.Growing up in Kansas City, I saw how my parents advocated for what was right, not necessarily what was popular or easy. Dave and I are teaching our kids to stand up for what they believe in and to be positive forces for change. Teddy, Emmy, Paxton, and I are so proud of Dave for his work to represent our district and better the world, and we hope you join us.

<h3>As the parent of three young kids, I cannot think of a more urgent issue to tackle than climate change.</h3> The science is clear: we are facing tectonic changes to our basic way of life unless we begin to aggressively reduce our reliance on fossil fuels and turn the tide on carbon emissions, and the longer we wait, the more terrifying the consequences. The wildfires, droughts, severe weather anomalies, and high temperatures we’re experiencing now will seem mild compared to the Biblical-level events that climate change will wreak on our planet.I’m proud to be endorsed by the political action counterparts of all of the major environmental organizations, including Sierra Club and League of Conservation Voters. As a member of the House Natural Resources Committee, I’ve been a steadfast voice and vote in favor of protecting our fragile natural spaces and coastlines while also pushing to wean us off of the fossil fuels that are so rapidly transforming our climate.This record builds on my time in the California State Senate, where I was able to author a number of key climate bills, including legislation to end offshore drilling, decarbonize transportation and household appliances, and to require companies to disclose their climate risks and carbon emissions from their supply chains. I’ve also been a leader in the fights to preserve our wilderness and protect biodiversity, including authoring the first law in the country to enact the “30 by 30” goals of protecting 30% of our open spaces by the year 2030, which leading scientists have said are necessary to ensure we prevent mass extinction.&nbsp;We face tough times ahead. We must reverse the harmful anti-environmental policies of the Trump administration while also accelerating innovation. The fact is that the high profile efforts– such as pushing electric cars, encouraging solar and wind, electrifying the grid– are not enough. We’re going to need to bear down on some of the more technical and mundane aspects of climate policy– addressing methane leaks, decarbonizing more difficult sectors like heavy duty transit, aviation, or cement and asphalt production while continuing to push to address our open spaces and adapt to the changes that climate change will wreak– and federal policy has a huge role to play here in driving the necessary green innovation and incentivizing private capital to come into these areas. We can solve the climate crisis, but we must act with urgency and smart policy.

Climate Action & Environmental Justice

<h3>My wife Jane Stoever is not only an amazing spouse and mother but also happens to be a thought and advocacy leader in the area of domestic violence. </h3>Jane is a professor at UC Irvine School of Law, where she teaches Family Law and directs the Domestic Violence Clinic, which represents survivors of DV in accessing the legal and other help they need to escape abusive relationships. Jane has written a number of leading legal research papers in this area, and her on-the-ground experience has been incredibly informative in her research.&nbsp; With her help, I authored eight DV-related bills into law in the State of California, protecting survivors of domestic violence and saving lives. These include a number of first-in-the-nation bills, including legislation to designate reproductive coercion as a form of abuse. In Congress, I’m working to extend these protections nationwide and last year, I authored a bill to help protect survivors’ reproductive freedom and safety. I also secured over $1 million in federal funding to help expand services and training for law enforcement and other first responders so they can better support survivors of domestic violence here in Orange County.&nbsp; I’ve also tried to use my role as a member of the House Oversight Committee to push to protect women, including in our ongoing efforts to force the release of the Epstein Files and get accountability for the survivors of that horrific sex trafficking ring. I previously had authored legislation to create criminal penalties for religious clergy who take advantage of their positions to sexually abuse those under their supervision.&nbsp;As a member of Congress, I will continue to work to develop solutions to the far too common problems of domestic violence and sexual abuse.

Protecting Survivors of Domestic Violence and Sex Abuse

<h3>There is no place in America that is safe from the specter of gun violence, even here in Orange County: whether it’s a church in Laguna Woods, an office park in Orange, a biker bar in Trabuco Canyon, or a hair salon in Seal Beach.</h3>We are the only developed nation in the world with anywhere close to this level of gun violence, and I refuse to let this be normalized. I’ve been proud to earn an ‘F’ rating from the NRA for my leadership on gun safety, authoring a number of key bills I passed into law in the State Senate, including the bills that banned gun shows at the Orange County Fairgrounds and on all state property.&nbsp;In Congress, I have continued to lead the charge on gun violence protection, supporting bills to expand background checks and red flag laws, and to renew the assault weapons ban. I also introduced legislation to deal with the growing scourge of 3D-printed firearms and ghost guns.We cannot allow gun violence to be normalized. This does not happen anywhere else, and if we have the political will, we can end gun violence in America.

Gun Violence Prevention

<h3>Earlier in my life, I tried my hand in business. After graduating from the Wharton School, I joined a group of friends in starting up a technology firm.</h3>Unfortunately, during the 2001 downturn, we lost our funding, and my dreams of being a tech mogul were dashed. But because of those experiences, I have a very strong and very personal respect for those entrepreneurs and small business owners who put their blood, sweat, and tears– as well as their own money– into their ventures.&nbsp; In the state legislature, I authored the Small Business Relief Grant Program, which allocated $4.1B in relief grants to small businesses suffering due to the COVID-19 pandemic. I also championed other legislation trying to help small businesses, including several bills to reduce the regulatory burden that they face in our state, as well as passed a law to address the growing problem of predatory lending targeting small businesses with hidden junk fees and usurious rates.&nbsp; As a member of Congress, I’ve continued to make it a point to hear directly from our small business owners in Orange County and I strive to take a thoughtful approach to the complex issues facing our business community today. For example, I voted in favor of legislation to modernize the Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR) Program, which offer early stage funding to entrepreneurs and bring promising new technologies to market, after seeing firsthand how health care start-ups in our region have used the program.&nbsp; I also recognize that our economy is changing rapidly and we need to make sure that our businesses have the tools they need to succeed. For that reason, I’ve cosponsored legislation to support the responsible deployment of artificial intelligence, such as the CREATE AI Act, which would help remove barriers to artificial intelligence research and development, and the NSF AI Education Act, to incentivize more students to pursue studies in artificial intelligence and bring such programming to community colleges and vocational schools. I also support common-sense changes to our immigration system to make it easier for employers to recruit the talent they need.&nbsp;In Congress, I’ll continue to try to be a champion for entrepreneurs and small business owners, and for economic growth more broadly in Orange County.

Small Business Relief

<h1>The high cost of housing is the biggest challenge that California– and the Orange County area I represent– is facing. </h1>The top reason people are leaving our state, and the Number 1 driver for homelessness, is the high cost of housing. We must treat this crisis with the urgency it deserves, and I am supportive of an “all of the above approach” that includes both reducing the barriers to building more housing while also emphasizing funding and subsidies for affordable housing.&nbsp; I’m proud to be closely tied with the YIMBY and Abundance movements and will continue to support efforts to aggressively reduce the uncertainty and litigation risk associated with permitting requirements for new building and infrastructure development. While I believe strongly in protecting our environment, it is clear that many of the environmental protection requirements associated with new buildings are not serving their intended purposes. But simply building new housing is not enough. Affordable housing for low and very low income households will not be built without federal support, and we must reinvigorate the sources of funding that help to build and maintain this particular housing supply.&nbsp; Earlier in my career, I led the Center for American Progress’s efforts to bolster our federal affordable housing funding, including developing the major proposal on reforming Fannie Mae and Freddie Mac, the housing finance entities that were put into federal conservatorship following the 2008 financial crisis. I’m bringing this expertise to bear in finding solutions for affordable housing in Congress. Finally, it is critical that we recognize that to address the problem of the chronically homeless, we must do more than just provide housing. By the time you see someone on the streets, they’ve typically been homeless or housing-insecure for months or years, creating a vicious cycle of mental health and substance abuse problems that make it very difficult to re-enter society. The non-profit organizations that are dealing with homelessness most effectively have all reported the same thing– that the biggest barrier to their work is the difficulties in combining federal, state, and local funding for housing and mental health and substance abuse services. By easing these barriers and continuing to fund these critical programs, we can help solve the problem of homelessness.

Housing and Homelessness

<h3>I believe in strong border security, but the misconduct of ICE, CBP, and DHS agents has starkly illustrated how deeply flawed our immigrant laws are. </h3>To be clear, much of what ICE is doing is illegal and improper. Deploying masked and anonymous agents to jump out of unmarked vans and conduct warrantless sweeps is illegal, as a number of courts have found. Violently assaulting peaceful and cooperating suspects in the course of arresting them is unwarranted and potentially a criminal assault. And of course, attacking and arresting non-violent protestors and other bystanders is grossly illegal. And yet we have witnessed ICE agents doing all of the above and much worse, with zero accountability or oversight. We must rein in the lawlessness and lack of accountability at ICE, and while the reassignment of former DHS Secretary Kristi Noem is a good start, additional guardrails are necessary to ensure that this agency abides by the law.That’s why I’ve consistently voted against funding for ICE and sought answers from the Department of Homeland Security about the many documented instances of lawbreaking and misconduct by their agents. After the murder of Renee Good, I made a point to travel to Minnesota to hear directly from those on the ground and to visit constituents detained by ICE in California. I later introduced legislation to require DHS to give any evidence in ICE-related injuries and deaths directly to Congress and to support city governments when local law enforcement are forced to intervene as a result of ICE enforcement activity.&nbsp;But even the legally permissible conduct of ICE agents over the past year has demonstrated that there are major flaws in our immigration laws. Someone who has lived here for 30 years, paid taxes, married a U.S. citizen and had kids born here should not be deported. Children and their parents should not be separated. Those seeking asylum on valid grounds should have protections against deportation. We are long overdue for comprehensive immigration reform that is fair and humane but also emphasizes border security and preventing people from illegally entering this country.

<h3>As the product of California public schools, I know how important good public education is for the American Dream.</h3>I’m proud to send my own kids to public schools, and to be backed by the major pro-education groups, including the National Education Association and the American Federation of Teachers as well as their state counterparts, the California Teachers Association and the California Federation of Teachers. I am honored to represent UC Irvine, and, in Congress, I work to ensure that UC Irvine remains a world-renowned research institution. When the Trump administration tried to target the UC system with illegal cuts to their funding for education and research. I stood up and said “hell no,” leading my California colleagues in a letter to President Trump that led him to call off his attacks on the UC system. In the State Senate, I served on the Budget Committee’s Education Subcommittee, which is responsible for handling the funding for all K-12 public schools, community colleges, the California State University system, and a good part of the University of California’s budget. In this role, I tried to emphasize the ABCs of good education – good teachers, smaller class sizes, and better access, principals I continue to advocate for in Congress.&nbsp; I’ve also been a fierce advocate for workforce training and continuing adult education programs, whether run through our high schools in the form of regional occupation centers or through our community colleges in the form of apprenticeship programs. Not everyone should go to a four year college, and we need to invest in programs that empower working Americans to earn a good living through different pathways than just sitting behind a desk. At the same time, with major disruptions to our workforce looming from AI and other innovations, we must prepare for the future by beginning the process of training and retooling our workforce. I will continue to protect resources for students and teachers so that the next generation can thrive. America’s ability to compete globally hinges on the success of our public schools, which is why I will always champion public education.

<h1>What is happening right now in America is unprecedented and it is terrifying. </h1>Last April, I had the opportunity to sit down with a Turkish-American family to celebrate the end of Ramadan. As we were waiting for the sun to set so we could break bread, they told me that they had fled Turkey after Erdogan had taken power, and that the first few months of Trump 2.0 were eerily reminiscent of what happened in Turkey after Erdogan took over. But they expressed hope that the democratic institutions and democratic resolve of the American people were strong enough to prevent an authoritarian takeover in the United States. Indeed, Trump is following a well worn playbook in his second term followed by many other authoritarian dictators. He has illegally deployed troops in our streets. He has weaponized the federal government to go after his political enemies. He has released violent MAGA criminals into the streets. And he has repeatedly attacked our core democratic institutions, including the media, universities, and the independent judiciary.&nbsp; As the child of immigrants and as a lawyer who has spent his life standing up for the rule of law, these developments are deeply unsettling to me on a very personal level. When we talk about the American Dream, it is not some distant ideal to me, it is part of my lived experience. And I know that the values of welcoming immigrants, of valuing hard work, of upholding the rule of law, and respecting our fair and free elections are essential parts of what has made America such a special place and transformed it into the greatest country in the history of the world. And those same values are under an unprecedented, sustained, and ferocious attack right now from Donald Trump and his MAGA allies. We must treat this crisis of democracy with the urgency it deserves. In Congress, I have been a leading voice in calling out the authoritarianism and lawlessness of the Trump administration. Just a month after I had been sworn in, I introduced the BAD DOGE Act, which would have eliminated DOGE and fired Elon Musk from his role as a special government employee. I sent the letter to the nine law firms that had settled with Donald Trump, calling into question whether those settlements might be crimes under federal and state anti-bribery statutes, and then sent similar letters to private firms that had bent the knee to Donald Trump in other contexts, such as the companies that had contributed to Trump’s White House ballroom. As a member of the House Oversight Committee, I’ve played a key role in forcing the release of the Epstein files. And as the Chair of the CPC’s Anti-Corruption Task Force, I’ve been at the center of efforts to rein in the outrageous corruption we’ve witnessed this past year, not just from Trump and his cronies, but from members of Congress and the Supreme Court.&nbsp; And I’ve done this all while being a freshman who represents a key swing seat, which I won by just over 2% in one of the closest elections in the country in 2024. I have been loud and vocal and aggressive in fighting for we, the people, and I will not let up because we deserve better than a rigged system where the Epstein elite have one set of rules and the rest of us play by a different set of rules.

Democracy and the Rule of Law

<h3>There are no compromises when it comes to women’s access to abortion and contraception. </h3>Women should have full autonomy over their own bodies and their ability to make their own healthcare decisions. Full stop. I’ve been a loud and outspoken advocate for abortion rights my whole career, and when I served in the California State Senate, I was proud to have authored a number of leading bills to protect these rights, including Proposition 1 in 2022, which codified abortion rights in the California state Constitution, as well as SB 374, which I authored into law in 2021 and which made California the first state in the nation to recognize reproductive coercion as a form of domestic violence.I’m proud to have a 100% lifetime record from Planned Parenthood and Reproductive Freedom for All (formerly NARAL) and to be the only candidate in this race endorsed by the political action arms of those groups.In Congress, I am continuing to fight like hell to restore abortion and reproductive healthcare rights. I have sponsored the legislation that would codify Roe v. Wade into federal law, along with a whole suite of other bills to restore and expand federal protections and funding for reproductive healthcare. Women, not politicians, should be the ones to decide their own reproductive healthcare decisions, including whether to have an abortion.

Reproductive Rights

<h3>I’m proud to be the only candidate in the race for CA-47 endorsed by law enforcement organizations, including the Association of Orange County Deputy Sheriffs. </h3>As a California State Senator, I worked closely with local law enforcement to combat rising crime and homelessness, including authoring two key bills to address rider safety on public transit, and procuring millions of dollars for various local law enforcement priorities to help keep our communities safe.&nbsp; I’ve continued that work in Congress and in my first term, I secured over $1.5 million to upgrade a local law enforcement training facility and to establish a new public safety initiative in Orange County. My office engages regularly with local police, community leaders, as well as teachers and parents, and introduced legislation to address some of their top concerns like improving e-bike safety and keeping unregistered firearms off our streets.&nbsp; I also helped lead a bipartisan bill to expand eligibility for disability benefits and speed up wait times for federal law enforcement officers who get hurt on the job as well as fought for additional funding for state and local police. In Congress, I will continue to support members of law enforcement and their families while also advocating for a common sense approach to criminal justice, one that balances the desire for fair and racially neutral policing with the need to keep our streets, our homes, and our workplaces safe from crime.

That’s why I voted against cuts to funding for Medicaid and Medicare. </h3>When Congressional Republicans voted to hike premiums for millions of Americans by eliminating enhanced premium tax credits, I spoke out against their plan and voted to protect the tax credits that Californians rely on to afford their care.&nbsp; These cuts are devastating for folks in our community. I have heard firsthand from working families who can’t afford to fill the prescriptions they need or visit the doctor, who lost coverage, or who are taking on medical debt to seek the treatment they need to survive. It is absolutely unacceptable that our community is suffering because Donald Trump wanted to fund tax breaks for billionaires.&nbsp; It is imperative that Democrats take back the House so that we can fight for affordable healthcare. I believe that we must restore the enhanced premium tax credits and also essential funding to Medicaid and Medicare. I will continue to oppose any effort to raise your healthcare costs.

<h3>Unfortunately, even here in California, we’ve seen MAGA politicians hijack local school boards and city councils.</h3>Since my time in the State Senate, I’ve fought back forcefully against their culture war efforts, including by issuing statements, writing letters, and even speaking at Council Chambers against book bans, voter suppression efforts, and proposals targeting the LGBTQ+ community. I even introduced legislation at the state level to address some of these bad faith initiatives.&nbsp; As we saw a sharp rise in hate here in the OC and across the country, including anti-Asian hate, antisemitism, Islamophobia, and anti-LGBTQ+ hate, I held or participated in over 150 panels, roundtables, and other events organized to try to speak out against rising hate. I authored legislation to address these issues, including&nbsp; a major bill trying to deal with rising harassment on public transit, and I worked closely with local officials to try to coordinate strategies on making our residents feel safer. I’m proud of the fact that I’m endorsed by major anti-discrimination groups such as Equality CA, the largest LGBTQ+ rights group in the country, and Asian Americans in Action. In Congress, I’ll continue to stand up for marginalized communities and stand up to the MAGA extremists, both in Washington, DC and here at home.
